HB 13 Bill Signing

A bill that ensures dogs may not be declared dangerous based solely on their breed was signed into law by Governor John Carney. #Delaware is now the 21st state to enact breed-neutral laws. Rep. Charles Potter Jr. State Representative 1st District, lead sponsor of HB 13, said that under the bill a dog's behavior and actions are judged on a case-by-base basis, rather than by a broad generalization. It also prevents municipalities from enacting such breed-specific laws, which create confusion and disjointed laws throughout the state. "It has a lot of protection items in it, if you look at the bill," Rep. Potter said in this video from the bill signing. #animals #netDE
